(1) In accordance with this Act, no one can do or have any work related to waste management without obtaining the permission of the local level.
(2) Domestic or foreign companies, institutions or bodies that want to manage waste must submit an application to the relevant local level for permission with the following details:-
(a) Waste Management Plan,
(b) Details of necessary manpower and technology related to waste management,
(c) Other details as specified.
(3) Based on the application received in accordance with sub-section (2), the concerned local level may issue a permit after necessary investigation.
(4) If the technology required for the management, recycling, processing and disposal of waste is not available in the country, the local level shall take the approval of the Government of Nepal and transfer such technology to any foreign company, organization or body that can provide such technology within the period mentioned in the contract. ) may issue a permit.
(5) Other arrangements related to the permit shall be as prescribed.
